A DOGE Affiliate Is Now in Charge of the US Government’s ID Platform

Greg Hogan is set to lead the management of Login.gov as the government aims to merge driver’s license and passport details into the system, transforming it into what an insider describes as a “national ID.” Hogan, associated with the Department of Government Efficiency (DOGE), will assume the role of acting assistant commissioner at the Technology Transformation Services (TTS), a division housed within the General Services Administration (GSA). His responsibilities will include overseeing Login.gov, the government’s secure login and identification service.

Notably, Gregory Barbaccia, the federal chief information officer and acting director of TTS, communicated via email to TTS staff that Hogan’s primary focus would be on expanding Login.gov’s user base. The overarching objective is for the product to evolve into a top-tier identity platform recognized beyond federal government boundaries. Prior to Hogan’s appointment, Thomas Shedd, a former Tesla engineer, led TTS until early 2025 when half of its staff departed.

Hogan entered government service in January 2025 following his tenure at Comma.ai, a startup specializing in self-automation technology for vehicles. While serving as the Chief Information Officer at the Office of Personnel Management (OPM), Hogan played a role in DOGE’s infiltration of the agency, turning it into a pivotal hub during the government takeover in early 2025.

During his time at OPM, Hogan approved a privacy impact assessment that paved the way for a new email server creation utilized by DOGE to disseminate critical emails across the federal workforce. One such message, known as “Fork in the Road,” encouraged employees to opt for a “deferred resignation.” Subsequently, federal workers filed a lawsuit alleging OPM’s violation of laws due to not disclosing the privacy impact assessment prior to launching the new server.

On his LinkedIn profile, Hogan noted his continued role as VP of Infrastructure at Comma.ai until October 2025 while concurrently serving at OPM. In September of that year, Hogan transitioned from OPM to join the National Design Service under Airbnb cofounder Joe Gebbia’s leadership—a figure also linked with DOGE.

According to a GSA spokesperson speaking to WIRED, Hogan will concentrate on broadening agency adoption, improving user experience, and elevating Login.gov as a premier identity platform while upholding stringent security and privacy standards. This move underscores their commitment to delivering secure and scalable technology solutions benefiting American citizens.

Login.gov was rolled out in 2017 with an intention to offer users a secure single account for accessing services and information across various government agencies. Initially developed by the US Digital Service—now referred to as US DOGE Service—the platform presented plans in December 2025 for integrating mobile driver’s licenses and leveraging passports for identity verification purposes. These initiatives emphasize combating fraud—a key priority during the Trump administration.

An anonymous TTS employee expressed thoughts on potentially transforming Login into a national ID that would centralize essential information needed for any government interaction—including income details, citizenship status, dependent information—as part of efforts aimed at enhancing surveillance capabilities. While one employee viewed this concept positively if implemented correctly, another raised concerns about it evolving into a surveillance repository under DOGE leadership.

Despite DOGE disbanding in June 2025 following Elon Musk’s exit from governmental affairs, several operatives affiliated with the entity continue holding influential positions across various government departments and agencies. Some individuals have transitioned into private sector roles or joined government contractors post-DOGE era.
