OpenAI has created a Strategic Futures team focused on some of the biggest questions surrounding increasingly powerful AI — including catastrophic risk, jobs, government oversight and how frontier AI companies should govern themselves.
WHAT’S HAPPENING
OpenAI has created a new Strategic Futures team led by AI policy researcher Dean Ball.
The team’s assignment reaches well beyond traditional corporate policy work.
According to Ball, Strategic Futures will examine issues including catastrophic AI risk, recursive self-improvement, labor-market disruption and the evolving relationship between frontier AI companies, governments and society.
Its work is expected to include both proposals for public policy and internal governance within OpenAI, working alongside technical, safety, legal, national-security and executive teams.
That makes the development significant.
One of the companies building increasingly capable AI systems is creating an internal group specifically tasked with thinking about how those systems should eventually be governed — both by governments and by the company itself.
WHY IT MATTERS
AI policy is no longer simply a debate taking place outside the companies developing the technology.
Frontier AI labs are becoming active participants in determining what future oversight could look like.
That creates an important tension.
The companies developing advanced AI possess technical knowledge that governments may need when designing effective rules.

And overly restrictive regulation carries its own risks if it slows beneficial development or prevents competitors from challenging established AI companies.
Neither government control nor industry self-regulation automatically guarantees the best outcome.

Expect the relationship between frontier AI companies and governments to become increasingly important as AI systems become more capable.
OpenAI has already published frameworks addressing frontier-model safety and has advocated for federal approaches to governing advanced AI.
Other frontier labs are developing their own safety policies, evaluation systems and proposals for government oversight.
Strategic Futures adds another layer to that evolution.
The companies building frontier AI are no longer simply developing technology and waiting for governments to decide what to do with it.

That does not mean AI companies will write the rules themselves.
